As the economic situation continues to deteriorate, the labour market has softened. From August to October 2019, the seasonally adjusted unemployment rate and underemployment rate both rose 0.2 percentage points, reaching 3.1 per cent and 1.2 per cent, respectively. "the total number of people employed has greatly increased year by year," said Law Chi-Kwong, director of the Labour and Social Security Bureau of the Hong Kong Special Administrative region. The rise in unemployment and underemployment is mainly caused by the construction industry.
"the unemployment rate in most industries has increased compared with the previous three months. The unemployment rate in the consumer and tourism sectors (retail, hotel and catering services) rose further to 5 per cent, the highest level since early 2017. Among them, the unemployment rate of job hunting in catering services rose to 6.1%, the highest level in more than six years. "the unemployment rate in the construction industry, especially in the construction, decoration, repair and maintenance industries, has deteriorated significantly," says Law Chi-Kwong.
